The Project
The site spans 300,000 m2 that includes the Al Kout Mall with100,000m2 square of retail space having 360 stores inclusive of 17 anchor stores, and 12 cinema theaters. The development includes a 200-room 5-star Hyatt Hotel with conference, and events center, two ballrooms and multiple meeting rooms equipped with ultra-modern digital technology. The mall development includes 3,600 easy-access parking spaces. The mall’s appeal is as a family entertainment hub, home to Infunity Sea and Cinescape that has IMAX and 4DX systems.
On the top floor of Al Kout Mall is home to the Middle East’s largest indoor Go-Karting track. Food and beverage experiences feature prominently at Al Kout, with an array of local and international restaurants and cafes.
Our Contribution
C-Quest was appointed to provide full Pre-Contract Cost Management services for the project on the basis of a strong regional reputation on similar projects.

Making the difference
Our role was to adjudicate and verify the cost management deliverables carried out by the program management team, and to provide procurement services. We played a significant role in helping the client establish and maintain the budget during all the development stages through cost validation exercises, proactive cost monitoring of the evolving design packages till completion of the tender packages. We also acted as advisor in development of procurement strategies that included early-stage packages, ensuring that steady progress was made, and development deadlines were maintained.
